"Her Name Will Not Be Forgotten"

In the days after USC student Samantha Josephson's tragic murder in the Spring of 2019, new safety concerns are emerging when it comes to ride-sharing and Representative Seth Rose is leading a bipartisan effort to make reforms in South Carolina for citizens who choose to travel by Uber, Lyft or any ride-sharing provider.

On Tuesday, April 2, Rose and Rep. Micah Caskey (R-West Columbia) drafted and submitted the "Samantha L Josephson Ride-sharing Safety Act." The bill has already been scheduled for a floor vote in the S.C. House of Representatives.

The bill, H4380, will require all ride-share vehicles to display an illuminated sign when in its in service which must be visible from 50 feet away. Additionally, it would require drivers of such vehicles to turn in those lighted signs when they no longer worker with the ride-share companies. Josephson was found murdered in a field in Clarendon County after the last-known video of her showed her getting into the backseat of a car she believed to be with a ride-sharing service.

This legislation has also peaked interest nationally as ride-sharing companies continue to establish its presence in the U.S. economy. As recently as 4 years ago, more than one-third of Americans had never heard of ride-share companies like Uber of Lyft. Today, the number of Americans who have never heard of Uber or Lyft has dropped to 3 percent, and nearly half of all Americans have used such a service within the past year.
